Editorial: Smith, Glover for Districts 1, 2

On Nov. 3, voters will cast ballots in the municipal election for Pitt County. Today, The Daily Reflector offers its editorial board’s recommendations in the District 1 and District 2 races for Greenville City Council.


Among Greenville City Council Districts 1 and 2, only District 1 incumbent Kandie Smith faces opposition on Nov. 3. Challenger Patrice Barrow shares many of Smith’s concerns for District 1 while notably differing with the incumbent on the positive side of at least one key issue.

Although Smith’s position regarding the proposed transportation bond is disappointing, her advocacy for the residents of District 1 remains strong.

Barrow said she based her decision to run for the District 1 seat on her deep family roots in Greenville and her love for the city. She wants to facilitate more growth among businesses, jobs and improvements within District 1.

Her support for the transportation bond as something that can help facilitate that growth — and provide more accessibility via funding for greenway construction — is especially impressive. Another bright spot in Barrow’s platform is her desire to see a jobs program designed to keep high school students in school and on track toward a life of stable employment.

Barrow’s candidacy unfortunately is shadowed by a 2014 driving while intoxicated arrest. While the misdemeanor charge certainly carries the presumption of innocence until proven guilty, the case is pending in Pitt County and voters in District 1 should be aware of the charge.

Smith’s advocacy for District 1 residents echoes her challenger’s platform on most issues, including economic development, education, law enforcement and quality of life. Concerning the $15.85 million transportation bond, however, she expresses an ambivalence rooted in the council’s 4-2 split on including greenway funding in the bond proposal.

Smith’s failure to recognize the critical and timely nature of the bond proposal’s major component for meeting road maintenance needs is unfortunate.

Except for that misstep, however, she has a solid record of advocacy for the needs of her constituents and the city. It is upon that consistent service that voters in District 1 can base their vote and return Smith for a fourth term on the council.

District 2 Councilwoman Rose Glover is running unopposed for a ninth term. She sits on numerous committees within city government as well as in service to the community and East Carolina University. Glover also has demonstrated an unwavering advocacy for her constituents. Her work on behalf of senior citizens and toward economic development issues is particularly admirable. Although Glover joined Smith in basing her vote against the transportation bond proposal on the inclusion of greenway funding, she recognizes the bond’s critical importance and is encouraging her constituents to support it.

Glover’s support for the bond is in line with her vow to always stand for the needs of citizens over politics. Although she is running unopposed, voters in District 2 should express their support for Glover’s leadership in the voting booth on Nov. 3.

Daily Reflector is simplistic on Bond advocacy, pays no City tax

Smith is the right choice but the Daily Reflector, for an organization that pays NO city taxes, certainly loves to spend the Greenville taxpayers money. I suggest the Daily Reflector puts its money where its mouth is and pay city taxes before it criticizes any city taxpayer for anything.Terrence Boardman
